A ministar actually said this?; South African Minister of Small Business Development said on Xenophobia

This was said by minister Lindiwe zulu during attacks in January. so such attack seems like a continuous act  in South Africa. Meaning black South Africans don't know how to be successful on their own...Abi????
This should be one of the dumbest thing i have read.
